On behalf of Minister competent for regional development, Managing Authority (MA) for the Operational Programme Infrastructure and Environment is Department for Coordination of Infrastructural Programmes in the Ministry of Regional Development. In order to perform some tasks of MA Intermediate Bodies (IB) have been established, while IB assigned performing part of its tasks to Implementing Authorities/Second Level Intermediate Bodies (IB2).
Minister competent for regional development certifies to the European Commission correctness of spending expenditure within the framework of operational programmes with help of Certifying Authority. Certifying Authority (CA) in the scope of performed functions is unit independent from units performing MA’s functions.
Auditing Body (IA) verifies effectiveness of performance of management and control system for the Programme "Infrastructure and Environment" in a way of performing audits in MA, IB, IA/ IB2 and CA. Role of Auditing Body has been assigned to General Inspector of Fiscal Control nominated within Ministry of Finance. IA in the scope of performed functions is unit independent from units performing MA’s functions and from CA.
Moreover, in implementation of the Programme participate:
Co-ordinating Body for NSRF/NCS performs fundamental role in setting management standards and conducting all operational programmes financed from the Community funds in years 2007-2013, including the Programme Infrastructure and Environment. Co-ordinating Body for NSRF/NCS is situated in the Ministry of Regional Development and holds responsibility for co-ordination of implementing structural funds in Poland.
Institution responsible for receiving payments made by the European Commission is the Ministry of Finance. It performs financial supervision within the framework of public funds and manages funds coming from budget of the European Union within national budget.
